We were having a chat over dinner the family and I and the conversation stumbled into a discussion over whose fault it was when a country decided to start or join in a war. Is it purely the fault of the politicians and is the inertia exhibited by most democracies unavoidable and therefore excusable or is the general public collectively and independently culpable. Any thoughts?...
